Food Safety and Management Strategies for 2006, Chang-Hua County

●Strategies regarding food safety and quality control since Taiwan joined World Trade Organization (WTO)

  1. Since Taiwan joined WTO, the food safety and quality control policies in terms of protecting public health is our top priority. In addition, for our domestic food production industrials to compete in the global market, the HACCP quality control standard has to be adopted in our domestic productions. Hence, by promoting this work, we hope our exported food productions can fulfill the international quality control standards.
  2. Local governments' food health and safety plan should comply with policies from Department of Health, The Executive Yuan. To establish self-monitor among business, to establish the liability for the products, and focus on the management of ingredient sources. In addition, quality control and quality assurance of the end products, and to avoid international conflicts

●Food safety management

  1. Establish food information system among business: set up basic and interaction data base to input information (computer databases)
  2. Execute “Establish Food Production Safety Control System” midterms plan
    1. Establish food production industries safety control system
    2. Improve food safety management: based on consumer protection policies, and improve processed food industries safety management.
  3. Restaurant health and safety management
    1. Create a database to file each existing restaurant, and update the information whenever changes have been made.
    2. Enforce restaurant health and safety inspections to prevent food poison incidents
    3. Establish restaurant health management procedures
  4. Meat products safety management
    1. Meat vendors and fish vendors should sell animal and fish products that contain no antibiotic residual.
    2. Educate processed food industry that do not use animal and fish products that contain antibiotic as ingredient.
    3. Educate consumers choosing CAS labeled products
    4. Enforce inspection among animal, poultry, seafood, and egg products on the market.
  5. Health and safety management of the following industries: dry fruits manufacture, pickle manufactures, candy manufactures, vegetarian product manufactures (including soy bean products manufactures), and noodle productions, rice productions and other processed food manufacture: enforce inspection, encourage manufacturers to set up a self-monitoring system.
  6. Package food industries, campus cafeterias, fruits and vegetable health management
    1. Enforce inspection
    2. Violations should be corrected within time limit; otherwise, the fines should be imposed on.
    3. Violators would be processed based on the food safety and health management policies, and the business would be inspected more frequent.
    4. Enforce the present of on-site health and safety personnel, if fails, the business would be fined based on the food safety and health management policies.
  7. Health management of weight loss centers, special nutrition supplement manufacture industries
  8. Health management of can food industries, cooking oil industries, and vending machine industries.
  9. Health management of bottle water industries
  10. Inspection of food, health food, and weight loss and cosmetic supplements
  11. Health management of gene modification food industries
  12. Management of frozen food industries
  13. Health management of food delivery and logistics

  15. Health management of the industries that related to food productions

    1. Enforce food manufacture management
    2. Enforce inspection of food labeling and advertisement violations

Management of food labeling and nutrition labeling

  1. General food labels
  2. Nutrition value labels
  3. Education: educate the public to read the labels before purchase the items

Health education workshops and conferences: provide food health and safety conferences and workshops for the various food sectors—food production, dry-fruits production, vegetarian food production (including soy-bean based products), noodle production, frozen food production, and bakeries. We hold workshops for preventing food poison, and education regarding gene-modified food labeling and advertisements.

Promulgate food health and safety inspection standards

Expected results:

  1. Assist food industry owners to develop self-monitoring system in order to ensure the food health and safety.
  2. Raise the ability of self-regulate among food industries to ensure the health and safety of food manufacture procedures.
  3. Ensure the food health and safety to protect consumers' welfare.
