I. What is QualiCert ?

QualiCert is a service quality certification system established in Europe and United States who pay great attention to consumer demand in the early years. It is a certification system developed in accordance with the ISO guide 65 product certification guidelines. Briefly, QualiCert is the embodiment of our service quality commitments to all consumers and these commitments must be verified by a review committee consisting of relevant consumer groups, scholars, experts and other representatives invited by an independent certification company. A service mark shall be issued after verification to be the identification and guarantee for consumer while choosing excellent service quality.

QualiCert is a voluntary certification system conducted by third party who will verify the service characteristics promised by us. These service characteristics includes environment, product and personnel provided to the customers and shall be objective and measureable and even more, should be concerned and expected by the customers.

We have obtained the QualiCert in 2005. The entire certification process was conducted by an independent “Standard Committee” consisting of quality experts, quasi-official representatives, representatives from customer service industry and consumer groups who will verify our service standards, then qualified QualiCert auditors will verify in respective division and office. A certificate will be issued only being qualified of all the standards and will be regularly inspected by Mystery Shopper each year. We have renewed and passed the verification again in 2008.

Director Ye often said to our colleagues that service is our responsibility, with service we shall progress. It is the primary task of the Public Health Bureau and colleagues to let the public enjoy the better medical service. We shall progress due to the service. However, deeper level of service is a mutual interaction rather than a unilateral one. QualiCert is an effective way to improve the service quality. Director Ye wishes to adhere to the consistent quality and “present the best service to the public.”
